Dubai Issues New Law to Strengthen Community Support

His Highness Sheikh Mohammed bin Rashid Al Maktoum, Ruler of Dubai, has issued Law No. (12) of 2026. This new law is designed to upgrade and improve Dubai’s social services system.

Under the new law, the Community Development Authority (CDA) has been given a much bigger role. The CDA will now focus more heavily on protecting vulnerable groups—such as children, people of determination, and low-income families. It will also work to help unemployed people find jobs and encourage volunteering across the city.

Here are the most important changes that happened this week:

Three New Tools to Help People

The new law creates three major tools to improve how Dubai takes care of its community:

1. The Social Observatory: This is like a "community radar." A data system that tracks social trends. Its goal is to spot and fix social challenges early before they become bigger problems.
2. A Unified System: This is a smartly shared database that connects all government departments. This ensures that when a person or family needs help, every agency is informed and no one is left behind.
3. A Community Development Fund: A special fund used to give out financial aid and emergency support during crises. It will also pay for job training programs for people looking for work.

Special Focus on Minors and Low-Income Families

The law gives the CDA clear responsibility for two specific groups:

• Care for Minors: The Authority will now provide social services to minors and people who cannot make decisions for themselves. They will monitor their living conditions and ensure they get proper health care and education.
• Low-Income Individuals: The CDA will officially define what "low-income" means in Dubai. They will review these rules regularly to make sure help goes where it is needed most.

Looking Ahead

Law No. (12) of 2026 replaces the old rules from 2015 and goes into effect immediately. In simple terms, Dubai is making sure that as the city grows, the safety net for families and vulnerable people grows stronger too.
